Bridging the public-private divide on climate change

III. Building an effective global funding mechanism for forest-based climate change mitigation

Despite considerable progress in the REDD+ negotiations and the agreement reached in Cancun that REDD+ will be a key pillar in the world’s future approach to mitigating greenhouse gas emissions, the critical question of how REDD+ implementation in Phase 3 will be financed remains open.

While knowing that the private sector, as well as its financial markets, will have to play a critical role in making REDD+ a reality, many doubts remain as to what exactly the role of the private sector should be and how the REDD+ funding mechanism should be designed in order to mobilise the private sector accordingly.

Central to this debate is the notion that the private sector is both part of the current problem - as unsustainable deforestation patterns are underpinned by commercial actors - as well as an indispensable part of any solution.

In light of this, UNEP FI facilitated a discussion on how to best structure the REDD+ financial mechanism, in a way that will spur private investment. The talk built upon proposals that UNEP FI submitted earlier in 2011, and gathered valuable input from the finance sector, government officials in forest rich communities and climate change negotiators.
