Senator Silva is a member of the Board of Directors of the Central Bank of Paraguay and Representative of the BCP in the Money Laundering Prevention Secretariat (SEPRELAD) and a member of “AYALA BONZI & SILVA FACETTI” Law Firm. Also, he is elected National Senator for the periods of 2013/18 and 2018/23, representing the Radical Authentic Liberal Party(PLRA), after elected the National Senator Substitute number two for PLRA for 2008/2013.

In the Public Area, He was external Legal Advisor of the Department of Economic Offenses of the National Police, Legal Advisor of the Peasant Development Fund, Syndic of the Social Security Institute, Syndic of the Central Bank of Paraguay (BCP). In the Private Area, He was an employee of the ABN-AMOR Bank, coming to be in charge of the Internal Legal Advice. He taught for some years as an Assistant Professor of Commercial Law at the National University of Asunción(UNA) and Universidad del Norte. In the Political Area, Passing to the Conduct of the Liberal Youth (JLRA) in Asunción, becoming District, Departmental and National Party proxy; elected for two consecutive periods Full Member of the Board of PLRA. He held the position of Director of Youth and Director of Organization at a national level; He was a member of the Council that promoted the National Integrity System (CISNI) on behalf of the PLRA.

His school studies were carried out in the International School of Asunción, National College Villa Permanente of Ayolas, Christian Youth Association of Asunción and Collage Laval, in Montreal, Canada. He was awarded the title of Lawyer in the Faculty of Law and Social Sciences of UNA. He was a member of the Board of Directors of the Movement “COPAU” of the National Law UNA, at the age of 21, the following year he became elected as a Full Member of the Law Students Center of UNA.
