About the PSI-PIRA event
In 2015, important UN global policy frameworks that promote economic, social and environmental sustainability were agreed by the world’s governments to shape a sustainable future for all. These include the UN Sustainable Development Goals, the Paris Agreement on Climate Change, and the Sendai Framework for Disaster Risk Reduction. Launched at the 2012 UN Conference on Sustainable Development, the UNEP FI Principles for Sustainable Insurance (PSI) have led to the largest collaborative initiative between the UN and the insurance industry, and have helped forge a common aspiration by the industry in support of sustainable development. As risk managers, risk carriers and investors, the insurance industry has made key contributions to these sustainable development frameworks and initiatives.
This year, the PSI is collaborating with the UN Framework Convention on Climate Change (UNFCCC) and the Philippine insurance industry to support the 2016 Forum of the UNFCCC’s Standing Committee on Finance (SCF). The Forum will focus on “Financial instruments that address the risks of loss and damage associated with the adverse effects of climate change” and will be held from 5-6 September 2016 in Manila, Philippines. The Forum will support the work of the UNFCCC Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts, which, among others, encourages comprehensive risk management. This includes financial instruments such as insurance, risk pools, catastrophe and resilience bonds, contingency finance, and social protection mechanisms. Following the Paris Agreement, the Executive Committee of the UNFCCC Warsaw International Mechanism for Loss and Damage has also been requested to establish a clearinghouse for risk transfer that serves as a repository for information on insurance and risk transfer.
In this context, on 7 September in Manila, the PSI and the Philippine Insurers & Reinsurers Association (PIRA) will be convening an international event on climate and natural disaster risk management in support of the aims of the UNFCCC, the Paris Agreement and the 2016 SCF Forum, as well as the SDGs and the Sendai Framework. This event will focus on the role of the insurance industry in managing climate and natural disaster risk, spanning key challenges and opportunities and innovative solutions at the local, national and international levels. It will also highlight solutions and partnerships across the insurance risk management continuum—from risk assessment and quantification, to risk prevention and reduction, and risk transfer.
This PSI-PIRA event aims to stimulate actions that will help the insurance industry and its stakeholders strengthen their contribution to building climate and disaster-resilient communities and economies, thereby supporting sustainable development.
The outputs of the 2016 SCF Forum and PSI-PIRA event will deliver substantive inputs and insights to other key international events in 2016, including:
- The PSI-Allianz international event “Insuring for sustainable development: Making it happen” from 5-6 October 2016 at the Allianz global headquarters in Munich, Germany
- The UNEP FI Global Roundtable “Opening doors: Financing sustainability” from 25-26 October 2016 in Dubai, United Arab Emirates
- The 2016 UN Climate Change Conference (COP 22) from 7-18 November 2016 in Marrakech, Morocco
- The inaugural meeting of the UNEP Sustainable Insurance Forum for Supervisors (SIF) hosted by the California Department of Insurance from 1-2 December 2016 in San Francisco, USA
- Meetings related to the UN Secretary-General’s Anticipate, Absorb, Reshape (A2R) Climate Resilience Initiative
