UNEP FI/Ecobanking conducted an Introductory Environmental and Social Risk Analysis in-person training workshop, in collaboration with UN-REDD Programme, Sistema de Banca para el Desarrollo (SBD) and its main operators, and the Superintendence of Financial Institutions (SUGEF). The training session took place on the 13th of October in San Jose.

UNEP – UN REDD Programme have been working on the involvement of the productive and financial sectors in the implementation of actions to reduce deforestation, with the aim of creating a space for training with the Costa Rican banking sector, which is interested in incorporating environmental criteria into their work.

The SBD and SUGEF consider the workshop as a first step to start incorporating environmental aspects in the allocation of credits.

We convened this workshop with the aim of sensitizing bankers, risk & credit managers and other relevant parties across the financial sector, on the importance, effective techniques and consequential benefits of incorporating environmental and social considerations into their investment and risk management decision-making.

The Minister of Economy, Industry and Commerce who is also the Chair of SBD, the Intendent of SUGEF and the Executive Director of SBD gave the opening remarks along with UNEP FI.

A carefully targeted group of 40 persons: risk managers, credit officers and analysts from 20 banks with operations in the country attended this workshop. In the course of a day participants were oriented by the tutor Lawrence Pratt towards practical mechanisms and tools for implementing Environmental and Social Risk Management, case-study based exercises and activities, as well as experience sharing from the practitioner Gabriela Barzuna, Head of Corporate Risk Analysis of Banco Promérica Costa Rica. Andrea Meza, National Director of Climate Change (Ministry of Environment and Energy), presented “How Climate Change impacts the development of Costa Rica”.

A couple of days before the ESRA Workshop, UNEP FI, UN-REDD Programme and INCAE met with the National Council of Financial System Supervision (CONASSIF) of Costa Rica to discuss about Sustainable Finance. CONASSIF manages the General Superintendence of Financial Institutions (SUGEF), the Superintendence of Securities (SUGEVAL), the Superintendence of Insurance (SUGESE) and the Superintendence of Pensions (SUPEN).

In the meeting, we had the participation of the President of CONASSIF, the Vice-Minister of Finance, the President of Central Bank, the Superintendent of SUGEF, the Superintendent of SUGESE, among other Costa Rican authorities in the financial sector.

Mr. Tomás Soley, the Superintendent of the Insurance Superintendence (SUGESE) indicated that SUGESE recently adhered as Supporting Institution to UNEP FI Principles for Sustainable Insurance (PSI) and that this has proved to be an excellent platform to be in contact with other Superintendences and insurers from all over the world, in which they have shared and learned many experiences from their peers.


Taller de Capacitación Introductorio sobre Análisis de Riesgos Ambientales y Sociales

UNEP FI/Ecobanking organizaron un Taller presencial Introductorio de Capacitación sobre Análisis de Riesgos Ambientales y Sociales (ARAS), en colaboración con el Programa ONU-REDD, el Sistema de Banca para el Desarrollo (SBD) y sus principales operadores, y la Superintendencia General de Entidades Financieras (SUGEF). La sesión de capacitación tuvo lugar el 13 de octubre en San José de Costa Rica.

En el marco del trabajo realizado por PNUMA – ONU REDD donde se ha estado trabajando en el involucramiento del sector productivo y financiero en la implementación de acciones para reducir la deforestación, se busca generar un espacio de capacitación con la banca costarricense, la cual está interesada en incorporar criterios ambientales en su trabajo.

El SBD y la SUGEF consideran el taller como un primer paso para incorporar variables ambientales en la asignación de créditos. El taller les permitió conocer sobre la valoración de los riesgos ambientales y sociales, dentro del sistema de riesgos que tienen las entidades financieras.

Este evento tiene como objetivo sensibilizar al personal de las instituciones financieras sobre las consecuencias y oportunidades generadas por la identificación y evaluación de los riesgos socioambientales de sus clientes y/o socios de inversión, y a su vez enseñar a los participantes cómo detectar, disminuir y evaluar dichos riesgos a través de herramientas utilizadas por instituciones financieras internacionales.

El Ministro de Economía, Industria y Comercio, también Presidente del SBD; el Intendente de la SUGEF; y el Director Ejecutivo del SBD dieron los discursos de apertura junto con UNEP FI.

En total asistieron a este taller 40 participantes, entre los cuales se contaba con gestores de riesgos, oficiales de crédito y analistas, de 20 bancos con operaciones en el país. En el transcurso del día, los participantes fueron orientados por el tutor Lawrence Pratt hacia los mecanismos y herramientas prácticas para la implementación de la gestión de riesgos ambientales y sociales, actividades y ejercicios basados en estudios de caso, así como la experiencia entre pares y la presencia de expertos en el tema como Gabriela Barzuna, Jefe de Análisis de Riesgo Corporativo de Banco Promérica Costa Rica, y Andrea Meza, Directora de Cambio Climático del MINAE quien presentó “Cómo el Cambio Climático impacta el desarrollo de Costa Rica”.

Un par de días antes del Taller de ARAS, UNEP FI junto con el Programa de ONU-REDD e INCAE se reunieron con el Consejo Nacional de Supervisión del Sistema Financiero (CONASSIF) de Costa Rica para hablar de Finanzas Sostenibles. CONASSIF es un órgano colegiado de dirección superior, cuyo fin es el de dotar de  uniformidad e integración a las actividades de regulación y supervisión del Sistema Financiero Costarricense. La labor directiva del CONASSIF se ejerce sobre la Superintendencia General de Entidades Financieras (SUGEF), la Superintendencia General de Valores (SUGEVAL), la Superintendencia General de Seguros (SUGESE) y la Superintendencia de Pensiones (SUPEN).

En la reunión, estaban presentes el Presidente de CONASSIF, el Vice-Ministro de Hacienda, el Presidente del Banco Central, el Superintendente de SUGEF, el Superintendente de SUGESE, entre otras autoridades del sector financiero costarricense.

El Sr. Tomás Soley, Superintendente de la Superintendencia General de Seguros (SUGESE) confirmó en la reunión que la SUGESE se adhirió recientemente como Institución de Apoyo de los Principios para los Seguros Sostenibles (Principles for Sustainable Insurance, PSI) de UNEP FI, la cual consideran una excelente plataforma para estar en contacto con otras Superintendencias y aseguradores a nivel global, donde han podido compartir experiencias y aprender de éstas.
